The Real Agenda Behind the CIA Spawning the EU

2. A elite financeira ocidental, tal como representada especialmente no Clube Bilderberg, no Council on Foreign Relations (CFR) e na Comissão Trilateral.

[V. Konstantin Simis: The Corrupt Society: The Secret World of Soviet Capitalism, New York, Simon & Schuster, 1982, e Alena V. Ledevena, Russia's Economy of Favours, Cambridge University Press, 1998].

A história está bem documentada em Red Cocaine: The Drugging of America and the West, de Joseph D. Douglass.

Nada dessa vasta ação corruptora é coisa do passado.

Dugin resume a idéia liberal:

[Id., p. 138]

The main thesis of the neo-Eurasianism is that the struggle between Russia and the United States is inevitable, since the United States is the engine of globalization seeking to destroy Russia, the fortress of spirituality and tradition.

A destruição do poder americano removerá do caminho o último obstáculo ponderável à instauração do governo mundial.

Joseph Ratzinger e Tarcisio Bertone

Angelo Sodano

(in «A Mensagem de Fátima», Paulinas, 2000).

«[...] Despite the saber rattling, globalists on both sides of the East-West divide refer to their goal as the creation of a “New World Order.” This “order” they speak of, as we shall show, represents, essentially, a global system of political and economic control over humanity. And Putin, a former KGB boss, is following precisely the strategies toward world order outlined openly by the same Western establishment he purportedly stands as a bulwark against. He often refers to his vision as the imposition of a new, “multi-polar” world order. But a growing amount of evidence shows that it is exactly the same order sought by globalist Western powerbrokers.

One of the keys to understanding Putin’s crucial role in imposing the “New World Order” on humanity is a grasp of how its proponents plan to build it. Rather than aiming to foist a full-blown totalitarian global government on the world all at once, top globalists around the world have outlined a different strategy. In essence, the plot aims to divide the planet’s people and nations into massive “regions” ruled by supranational institutions — such as the European Union, which is now responsible for the bulk of European laws — virtually free of public control or oversight. The outline of that plan is now in full public view.

Indeed, former Secretary of State Henry Kissinger — one of the most visible and outspoken globalist “New World Order” schemers — has explained the strategy openly on numerous occasions. Most recently, writing in the Wall Street Journal on August 29, Kissinger, using opaque and rather unexciting writing, explained how the process should work. “The contemporary quest for world order will require a coherent strategy to establish a concept of order within the various regions and to relate these regional orders to one another,” he explained in the op-ed, headlined “Henry Kissinger on the Assembly of a New World Order.”

But the strategy is nothing new. In 1995, fellow globalist and ex-National Security Advisor Zbigniew Brzezinski, architect of David Rockefeller’s infamous Trilateral Commission, outlined essentially the same plan. “We do not have a New World Order.... We cannot leap into world government in one quick step,” he said in 1995 at the “State of the World Forum,” convened by former Soviet dictator Mikhail Gorbachev and backed by the Rockefellers and other establishment forces in the West. “In brief, the precondition for eventual globalization — genuine globalization — is progressive regionalization, because thereby we move toward larger, more stable, more cooperative units.”

Among the most obvious examples highlighting the trend is the European Union, which is further along than any other regional regime in crushing national sovereignty and ruling over diverse nations by bureaucratic decree. Former Soviet dictator Gorbachev, an outspoken proponent of the “New World Order,” approvingly referred to the Brussels-based super-state as “the new European Soviet” — under communism, of course, a “Soviet” was a governmental council used to control the people and prevent counterrevolution. Gorbachev was correct in more ways than one.

While the Sovietesque EU serves as a model for other areas of the world, it is hardly alone. Closer to home in North America, top globalists such as former general and CIA chief David Petraeus, a member of the globalist-minded Council on Foreign Relations and the shadowy Bilderberg group, openly acknowledged what comes next earlier this year. “After America comes North America,” Petraeus said confidently in answering the question about what comes after the United States, the theme of a panel discussion he participated in. “Are we on the threshold of the North American decade, question mark? I threw that away — threw away the question mark — and boldly proclaimed the coming North American decade, says the title now.” As in Europe, the foundation of it all was a misnamed “free trade” agreement.

[...] Putin’s saber rattling over Ukraine is providing a rationale for continued Western integration — via the EU, NATO, and the “transatlantic partnership” — to counter the Russian bear. But in addition, Putin is also pursuing a “New World Order” via the regionalization approach. Chief among the schemes, for now at least, is the “Eurasian Union,” which brings together the regimes ruling Russia, Belarus, and Kazakhstan. Eventually, Putin and his counterparts hope to expand the union to include other former Soviet regimes in the region, particularly members of the Commonwealth of Independent States (CIS). In late May, the three strongmen signed what Putin described as a “historic” treaty ushering in the “Eurasian Economic Union.”

Many analysts see the developments as the ongoing re-emergence of the Soviet Union. In a 2011 piece by Putin about the scheming published by Izvestia, headlined “A new integration project for Eurasia: The future in the making,” the former KGB boss denied that his emerging regional union represented a rebirth of the USSR. However, his words revealed an almost total adherence to the publicly announced Western globalist strategy for building the New World Order — using progressive regionalization of power on the road to true global government while manufacturing and exploiting crises along the way.

“It took Europe 40 years to move from the European Coal and Steel Community to the full European Union,” Putin observed in the Izvestia op-ed, now published on the website of the Kremlin’s diplomatic mission to the EU. “The establishment of the Customs Union and the Common Economic Space is proceeding at a much faster pace because we could draw on the experience of the EU and other regional associations.” Indeed, even the harmonized Eurasian regulatory regime being imposed via the regional scheme is “in most cases consistent with European standards,” he added. Soon, it may be compatible with regulations in “North America,” too, as the EU-North America “Transatlantic Trade and Investment Partnership” moves along.

As for Putin and company’s broader vision, again, it may as well have been spelled out by Kissinger in one of his “New World Order” op-eds. Putin wrote: “We suggest a powerful supranational association capable of becoming one of the poles in the modern world and serving as an efficient bridge between Europe and the dynamic Asia-Pacific region. Alongside other key players and regional structures, such as the European Union, the United States, China and APEC, the Eurasian Union will help ensure global sustainable development.” Sustainable development, of course, as regular readers of this magazine know well, represents the pinnacle of the Western globalist vision for its new order — centralized, global control over every facet of human life.

Putin also explained that his regional regime would be “based on WTO principles,” referring to the globalist World Trade Organization. Like the other regional building “blocs” of the New World Order, it will pursue the same goals. “The Eurasian Union will be based on universal integration principles as an essential part of Greater Europe united by shared values of freedom, democracy, and market laws,” he explained.

Extensão do quartel-general da Organização Mundial do Comércio (OMC).

Eventually, as part of the globalist strategy, the quest for world order will have to “relate these regional orders to one another,” as Kissinger recently put it. Again, Putin follows the line. “Russia and the EU agreed to form a common economic space and coordinate economic regulations without the establishment of supranational structures back in 2003,” he wrote. “In line with this idea, we proposed setting up a harmonized community of economies stretching from Lisbon to Vladivostok, a free trade zone and even employing more sophisticated integration patterns. We also proposed pursuing coordinated policies in industry, technology, the energy sector, education, science, and also to eventually scrap visas. These proposals have not been left hanging in midair; our European colleagues are discussing them in detail.”

Integration with the EU is on the agenda, too, though it may have to wait for Ukraine to settle down. “Soon the Customs Union, and later the Eurasian Union, will join the dialogue with the EU,” Putin said. “As a result, apart from bringing direct economic benefits, accession to the Eurasian Union will also help countries integrate into Europe sooner and from a stronger position.... In addition, a partnership between the Eurasian Union and EU that is economically consistent and balanced will prompt changes in the geo-political and geo-economic setup of the continent as a whole with a guaranteed global effect.”

Ultimately, as Putin makes clear, the whole world will be involved. “We believe that a solution might be found in devising common approaches from the bottom up, first within the existing regional institutions, such as the EU, NAFTA, APEC, ASEAN inter alia, before reaching an agreement in a dialogue between them,” he wrote. “These are the integration bricks that can be used to build a more sustainable global economy.”

As an example of how it could work, Putin pointed to the two largest regional regimes on the continent, the EU and his “currently under construction” Eurasian Union. “In building cooperation on the principles of free trade rules and compatible regulation systems they are in a position to disseminate these principles, including through third parties and regional institutions, all the way from the Atlantic to the Pacific Oceans,” he said. “They will thus create an area that will be economically harmonized.... At that point, it will make sense to engage in a constructive dialogue on the fundamentals of cooperation with the countries of the Asia-Pacific region, North America and other regions.”

Of course, Putin is hardly the only globalist pursuing that vision. Senior members of the Western establishment have been openly promoting the exact same strategy. In late 2012, for example, top EU and Russian leaders, including Putin, met in Brussels for the 30th EU-Russia Summit. “By working together, the EU and Russia can make a decisive contribution to global governance and regional conflict resolution, to global economic governance in the G8 and G20, and to a broad range of international and regional issues,” explained European Council President Herman Van Rompuy, who met with Kissinger and other top globalists at the Bilderberg summit shortly before being appointed to his post as “president” of Europe. “I would like to congratulate President Putin for taking over the presidency of G20.”

[...] More broadly, on the UN, which is set to serve as the nucleus of “global governance,” Putin, again, is fully on board with the globalist agenda. Consider, as just one example among many, the former KGB chief’s posturing amid the recent brouhaha over Syria. “The United Nations’ founders understood that decisions affecting war and peace should happen only by consensus,” Putin wrote in the New York Times as Obama and the United States were being made to look like rogue warmongers and imbeciles, as contrasted with the “responsible” Russian statesman (who never mentioned the massive Soviet role in creating the UN to begin with). “The profound wisdom of this has underpinned the stability of international relations for decades.”

“We are not protecting the Syrian government, but international law,” Putin continued. “The law is still the law, and we must follow it whether we like it or not. Under current international law, force is permitted only in self-defense or by the decision of the Security Council. Anything else is unacceptable under the United Nations Charter.”

Before Syria, Putin and his Communist Chinese allies also endorsed the UN resolution purporting to authorize international “intervention” in Libya against their former ally, Moammar Gadhafi. Both regimes also supported efforts to try Libyan officials at the UN’s kangaroo judicial branch, the self-styled “International Criminal Court” — yet another key tentacle of the “New World Order” that Obama has offered unprecedented support for (despite never obtaining ratification in the U.S. Senate for it).

Before singing the UN’s praises in the Times op-ed, Putin and his fellow BRICS rulers signed a declaration openly calling for global governance under the UN, a world currency, and more. “The UN enjoys universal membership and is at the center of global governance,” the 2013 BRICS declaration stated. “We underscore our commitment to work together in the UN to continue our cooperation and strengthen multilateral approaches in international relations based on the rule of law and anchored in the Charter of the United Nations.” Everything from terror and “global warming” to “human rights” enforcement ought to be dealt with by the UN, they said.

Putin’s unabashed support for the entire architecture of global governance should hardly be surprising. Indeed, long before Putin came on the scene, the Soviet regime he served played a key role in creating the UN, the IMF, the World Bank, and more after World War II. Even many of the most important supposed American architects of the global system — Alger Hiss and Harry Dexter White, for instance — were later exposed as agents of the Kremlin.

Admittedly, despite all of the evidence, it may still seem preposterous to some that the supposedly adversarial and competing political and economic blocs on both sides of the East-West divide could someday be merged into one to form a genuine world government. But what may not be realistically achievable today could become very realistic in the not-too-distant future, should the current frigid relationship between Russia and the West thaw. Western relations with Russia have changed in the past, when Russia has been alternatively viewed as an enemy (during the Cold War) and as a friend (during détente and glasnost, after the apparent collapse of Russian communism, and even during the post-9/11 “war on terror”).

Of course, the fact that Putin is a key player on the road to world order does not mean there are no genuine disagreements between the Kremlin and the Western establishment. It also does not mean that Putin is indispensable — countless globalist minions have been eliminated by the establishment after outliving their usefulness.

Finally, Putin’s globalist and establishment credentials hardly preclude the orchestration of a real war between “East” and “West” at some point, particularly if America cannot be induced to surrender its sovereignty to a global regime. Indeed, more than a few analysts have suggested that another World War between the two sides may be in the cards as a way of accelerating the move toward global government.

In 1962, globalist Lincoln P. Bloomfield with the Institute for Defense Analyses prepared a report for the U.S. State Department entitled “A World Effectively Controlled by the United Nations.” In it, he explained how competition or even wars between regional super-regimes could dramatically accelerate the quest for global government.

“A ‘normal’ historical process, in which ever-larger units evolve through customs unions, confederation, regionalism, etc., until ultimately the larger units coalesce under a global umbrella, could take up to two hundred years, on past performance figures, and even this may be optimistic,” wrote Bloomfield. “I have suggested that an alternative road may bypass the main path of history, short-circuiting the organic stages of consensus, value formation, and the experiences of common enterprise generally believed to underlie political community.”

The plan, he said, “relies on a grave crisis or war to bring about a sudden transformation in national attitudes sufficient for the purpose.” Using such plotting, the “order” could “be brought into existence as a result of a series of sudden, nasty, and traumatic shocks,” Bloomfield explained. “Thus a hypothetical model can be constructed, fulfilling the characteristics of ‘a world effectively controlled by the United Nations.’ … We concluded that in theory it could come about in the short, medium, or long run by a brink of war — or a war — combined with the development of evolutionary trends that might favor it as the time span stretches out”».

Alex Newman («Putin: Key Player in the "New World Order"», in The New American, 23 September 2014).

«Anyone familiar with the political beliefs of Rick Biondi and Alex Newman would likely be surprised — perhaps even astonished — to discover that they’ve collaborated on a book about the Atlantic Union and global governance. Yet there their names appear, as the coauthors, on the cover of World Federalism 101.

Alex Newman is not only a foreign correspondent for The New American, a publication that, like its parent organization The John Birch Society, stands firmly against submerging the United States in supranational or world government, but Newman himself has written myriad articles warning against the plot to commit merger. On the other hand, Rick Biondi is a former executive consultant for the Association to Unite the Democracies (AUD), an organization devoted to transforming the North Atlantic Treaty Organization (NATO) into a full-fledged political union of the United States and Europe.

So why the surprising collaboration of Biondi and Newman on World Federalism 101?

Newman answers the question in the introduction, which was his principal contribution to the book. “I have my own thoughts on all of this, and so does Biondi,” Newman explains regarding the eye-opening contents of World Federalism 101. “We certainly do not agree on everything, and we disagree on plenty. I still view the United States and its founding documents and principles as key to preserving freedom, while Biondi seems to me more open to the idea of ceding some sovereignty and transnational federalism provided liberty is always respected.” However, Newman adds, neither his opinion nor Biondi’s matters so far as the book’s contents are concerned because “what is contained ... is simply facts and history. What it means and how it should be addressed is up to each individual — up to you. First learn the facts, and then make up your own mind about them. Biondi’s book will help you do that.”

It certainly will. The book is comprised of a five-part chronology about the Atlantic Union and world federalist movements throughout the 20th century and into the 21st. Each part is interspersed with key documents and quotes that tell the story in the words of the global architects themselves. The quoted material is extensive, and the chronology serves basically to provide historical context for the documentation, the bulk of which is drawn from the Congressional Record. This makes the book particularly valuable as a history of the Atlantic Union and world federalist movements in the U.S. Congress, though the scope of the book is not limited to this.

Biondi, who prepared the chronology, presented the documentation matter of factly, without making his own personal views obvious to the reader. The result is that World Federalism 101 reads like an appendix, chronologically outlining the history and facts of the movements for both world and transatlantic government. Biondi’s objective writing makes the book a useful reference tool for both proponents and opponents of these movements.

Let us now survey some of the quoted material in the book. Consider, for one example, this statement supporting the concept of Atlantic Union:

It is fitting that the United States, the world’s first truly federal government, should be a main force behind the effort to find a basis for a broad federation of free Atlantic nations.

That statement was made by Richard Nixon on September 1, 1966, two years before becoming president of the United States. Although he described the federation of Atlantic nations as being “free,” it is also clear that he envisioned a transfer of political power to the Atlantic Union, based on his comparison of this confederation to the United States. Such a transfer of power, of course, would necessarily mean the loss of at least some state sovereignty to the new super-national government, a loss of sovereignty that could be expected to snowball over time. It would also mean the supplanting of the United States’ supreme law of the land — the U.S. Constitution — with the new political order.

A much earlier proponent of globalism was Theodore Roosevelt, who on May 5, 1910, the year after he left the presidency, said the following during his acceptance speech for the Nobel Prize at Christiania (Oslo, Norway):

I cannot help thinking that the Constitution of the United States, notably in the establishment of the Supreme Court and in the methods adopted for securing peace and good relations among and between the different states, offers certain valuable analogies to what should be striven for in order to secure, through the Hague courts and conferences, a species of world federation for international peace and justice. [Emphasis added.]

A month earlier, on April 5, 1910, U.S. Representative Richard Bartholdt (R-Mo.) introduced “Joint Resolution 187: To authorize the appointment of a commission to draft articles of international federation.” A key portion of Bartholdt’s resolution stated:

Second, To report to Congress, as soon as practicable, a draft of articles of federation limited to the maintenance of peace, through the establishment of international court having power to determine by decree all controversies between nations, and to enforce execution of its decrees by the arms of the federation, such arms to be provided to the federation and controlled solely by it.

Later that year, the House of Representatives and Senate unanimously passed the Commission on Universal Peace resolution, which was “a watered-down version of Joint Resolution 187,” Biondi notes.

In 1940, Dr. Robert Lee Humber, founder of the Movement for World Federation, “started a personal campaign to convince state legislatures to petition the U.S. Congress to create a one world government,” Biondi writes. World Federalism 101 goes on to note, “Between 1940 and the mid-1950s, over 24 states encouraged the exploration of a world government.” In 1949, Alan Cranston became president of the United World Federalists and “launched the ‘California Plan’ designed to ‘call a Constitutional Convention for the purpose of proposing amendments to the Constitution paving the way to U.S. participation in world government,’” Biondi writes.

The California legislature passed a resolution applying to Congress to call such a convention under Article V of the U.S. Constitution. So did the legislatures of four other states — Connecticut, Florida, New Jersey, and North Carolina. The key provision of one such application, Assembly Concurrent Resolution 17 of New Jersey, stated:

Resolved by the House of Assembly of the State of New Jersey (the senate concurring):

Ver aqui

That application is hereby made to the Congress of United States, pursuant to article V of the Constitution of the United States, to call a convention for the sole purpose of proposing amendments to the Constitution which are appropriate to authorize the United States to negotiate with other nations, subject to later ratification, a constitution of a world federal government, open to all nations, with limited powers adequate to assure peace, or amendments to the Constitution which are appropriate to ratify any world constitution which is presented to the United States by the United Nations, by a world constitutional convention or otherwise.

The five applications did not trigger a constitutional convention since under Article V Congress shall call a convention only upon receiving applications from two-thirds of the states.

Since the creation of the United Nations in 1945, attempts have been made in Congress to grant it more power, including delegating it with the authority to “deal with disarmament and weapon control”; establishing of world inspection and police forces; transforming the UN General Assembly into a more representative “parliament of man” with legislative powers, including the power to raise revenue through the taxation of international transactions; creating a “Bill of Human Rights”; and strengthening the International Court. In addition to Cranston, other advocates of strengthening the UN included well-known names such as then-Representatives Gerald Ford (R-Mich.) and John F. Kennedy (D-Mass.).

In 1950, U.S. Senator Charles William Tobey (R-N.H.) introduced a resolution declaring “the sense of Congress that fundamental objective of the United States foreign policy should be (1) ‘to support and strengthen the United Nations’ and (2) ‘to seek its development into a world federation open to all nations with defined and limited powers.’”

If you are surprised by the candor of past proponents of Atlantic Union and world federation as illustrated by the sampling of quotes provided above, rest assured you are not alone. “I must confess that even though I considered myself well-read and knowledgeable about these efforts, this book was a real eye-opener,” Newman admitted in his introduction. “I had no idea that the effort to build a world federation had been so open and even ‘mainstream’ just a few generations ago.”

There is now less openness on the part of the one-world schemers. Yet, albeit more stealthily, the world is now (as Newman puts it) “rushing toward global tyranny at breakneck speed.” Much to his credit, Biondi has neatly and chronologically arranged many key historical documents and facts in a succinct format, accessible and friendly to readers and researchers. No bookshelf of anyone deeply committed to or staunchly opposed to the goals outlined in this book should be without it».

Christian Gomez («A Review of "World Federalism 101"», in The New American, 28 February 2015).

«The Obama administration’s recent announcement of the intention to bring thousands (and perhaps tens of thousands or hundreds of thousands) of unvetted Syrian refugees for resettlement throughout the United States was not a sudden, spur-of-the-moment decision. It was the result of a multi-year, internationalist push to implement the United Nations High Commission for Refugees’ “Transformative Agenda.” That official agenda aims at transforming Europe and America into chaotic, Balkanized regions afflicted with ethnic and religious strife, social turmoil — and terrorism — by surging masses of Muslim migrants into the European Union and the United States.

The UNHCR Transformative Agenda also aims at vastly boosting the funding for UN agencies and increasing UN authority over entire regions of the world beset with refugee crises — many of which are the result of wars and “peacekeeping” operations conducted jointly by the United States and the UN.

UN High Commissioner for Refugees Antonio Guterres and United Nations Children's Fund (UNICEF) executive director Anthony Lake are the UN point men working closely with the Obama State Department. The active leadership of both these individuals in the U.S. and EU refugee policies is cause for alarm. Even more alarming is the fact that they are not the only troubling participants; the ranks of the UN officials involved in formulating refugee “solutions” are filled with persons — including from Communist China — who have neither the interests of the refugees nor the security concerns of the West in mind. Guterres is the former Socialist Party prime minister of Portugal and former president of the European Council. Perhaps most notably, he was, from 1999-2005, president of the Socialist International, the radical Marxist organization that includes many “former” communist parties that have rebranded themselves as “socialist” or “social democrat” — without significantly changing their politics or personnel.

Although virtually unknown to most Americans, the Socialist International (SI) has been exerting enormous political influence worldwide since the 1950s, especially through its dominant influence at the United Nations.

SI “ultimate objective ... nothing less than world government”

The Socialist International membership includes more than 160 socialist parties from more than 100 countries, including from 54 nations where SI member parties are currently running the show or sharing power in a coalition government. At its 1962 Congress in Oslo, Norway, the Socialist International candidly proclaimed: “The ultimate objective of the parties of the Socialist International is nothing less than world government.... Membership of the United Nations must be made universal.” The SI has never deviated from that objective, and has used its growing influence to push greater empowerment of the UN and its agencies, to the point that the UN is now on the brink of becoming a world government.

On September 14, the SI and its parties weighed in on the growing refugee crisis in Europe, launching a global appeal for the EU to accept “the continuing flow of refugees and asylum seekers fleeing conflict zones.”

“The Socialist International calls on the EU to reach a speedy agreement on a fair and humane plan for accommodating the continuing flow of refugees and asylum seekers fleeing conflict zones,” the organization declared in a press statement. “While it is important to recognise that this is an issue of global dimension and requires that countries from all continents assume their fair share of responsibility,” the statement continued, “it is crucial for Europe today to act in line with the values, the spirit of solidarity and of common progress upon which the EU was founded with the participation of our movement, and in keeping with its moral and legal obligations.”

Like Guterres, many former to SI officials now occupy (or have occupied) top slots amidst the UN’s burgeoning bureaucracy. Guterres and these ex-officio SI brass continue to regularly attend SI programs and use their UN offices to promote the SI’s Marxist agenda. This is plainly evident from a casual perusal of the SI website. The SI’s involvement with Guterres and the UNHCR is touched on in the SI appeal, which notes the “numerous meetings” of its various committees on the issue, including SI meetings at the UN headquarters in New York.

“The Socialist International remains committed to promoting political solutions to this crisis, convinced that political action is the only way to achieve the conditions necessary for peace, democracy and equality,” says the SI September 14 appeal. “This position has been borne out at the numerous meetings of its Migrations Committee, its regional committees and its Councils, the most recent of which, held at the UN headquarters in New York, adopted unanimously a Charter for the Rights of Migrants, Refugees and Asylum Seekers to which all its member parties worldwide subscribe.”

The SI appeal goes on to note: “At the SI Council meeting held at the UN in Geneva in December 2014 António Guterres, UN High Commissioner for Refugees and former President of the Socialist International, warned that the humanitarian system was reaching breaking point. He also stressed the crucial need to tackle the root causes that create humanitarian problems, which urgently needed to be addressed from a political perspective.”

It is significant that the above-mentioned SI appeal does not call on China, Russia, Turkey, or any of the nearby wealthy Muslim states of the gulf region — Saudi Arabia, Kuwait, Qatar, the United Arab Emirates — to shoulder any of the refugee burden. All the aforementioned Muslim states have been conspicuous by their failure to take in any of their displaced fellow Muslims, leaving the burden to the nations of the post-Christian West.

UNHCR’s Guterres is not the only SI veteran at the UN involved in planning the global refugee diaspora. Overseeing the UN’s operations in this sphere is the UN’s Inter-Agency Standing Committee (IASC), where Guterres is considered "first among equals." Also prominent among the IASC “principals” is Mrs. Helen Clark, a longtime SI leader who has vigorously advanced the UN’s socialist agenda in her current post as administrator of the UN Development Program (UNDP), mostly under the rubric of “biodiversity” and “sustainable development.”

As we noted in an article here last year, Mrs. Clark “served three terms as prime minister of New Zealand (1999-2008) and took over as administrator at the UNDP, the third-highest office at the UN, in 2009.” We reported further that, according to the online New World Encyclopedia: “She represented the New Zealand Labour Party at the congresses of the Socialist International and of the Socialist International Women in 1976, 1978, 1983 and 1986, at an Asia-Pacific Socialist Organization Conference held in Sydney in 1981, and at the Socialist International Party Leaders' Meeting in Sydney in 1991.”

Another “principal” member of the UN’s IASC is Dr. Margaret Chan, from the Peoples Republic of China, who took over as director-general of the UN’s World Health Organization (WHO) as the result of a high-pressure lobbying campaign by her Communist Party overlords in Beijing. Dr. Chan has proven that those efforts were not misspent. Among other things, she notably used her new position at WHO to misdirect world attention away from Communist China’s toxic milk and baby formula scandal that resulted in tens of thousands of casualties and an unknown number of deaths.

Another of the troubling IASC principals heavily involved in the UN refugee resettlement program is UNICEF Executive Director Anthony Lake. Lake will be remembered by many as the extreme leftist whose nomination by President Bill Clinton to be director of the CIA might have succeeded, except for an article in The New American by this writer (and an extensive effort by The John Birch Society) that the New York Times and other establishment media outlets credited with torpedoing the appointment.

On April 15, 2013, Lake co-authored an op-ed for the New York Times and the International Herald Tribune entitled “A U.N. Appeal to Save Syria.” The op-ed authors said they were not appealing for more funds, “needed as they are,” but for governments to do all they possibly can “to save the Syrian people and save the region from disaster.” Their disclaimer aside, the point of the op-ed was indeed to gin up support for more funding for the UN and its agencies, as well as political commitments to support a greater footprint and greater institutional clout for the UN. Anthony Lake’s co-authors of the op-ed were IASC fellow members Guterres and Dr. Chan, whom we’ve already mentioned; Baroness Valerie Amos, former SI leader and head of Britain’s Labour Party in the House of Lords, now UN under secretary general for Humanitarian Affairs; and Ertharin Cousin, a Chicago attorney and Obama UN appointee who is now executive director of the World Food Program, the mammoth UN program that even many “mainstream media” have condemned for “rampant corruption.”

The collaborative relationship between the U.S. State Department and the UNHCR (including IASC, on which Antony Lake, Antonio Guterres, et al serve) is spelled out formally in the State Department document : "2014-2015 Framework for Cooperation Between the United States Department of State's Bureau of Population, Refugees and Migration and the Office of the United Nations High Commissioner for Refugees."

That document begins: “The Bureau of Population, Refugees, and Migration at the United States Department of State (hereinafter referred to as PRM) and the Office of the United Nations High Commissioner for Refugees (hereinafter referred to as UNHCR) have been working in formal partnership through a Framework for Cooperation since the year 2000 to provide protection, humanitarian assistance, and durable solutions to UNHCR’s beneficiaries.”

It continues: “They have a unique relationship: PRM has long been UNHCR’s top donor, while UNHCR has been PRM’s largest multilateral partner. PRM and UNHCR renew their bilateral Framework for Cooperation biennially to advance shared objectives”.

In future articles, we will be providing more details on the little-known but extensive “unique relationship” between officials and agencies of the U.S. government and the United Nations “refugee resettlement” lobby».

The Real Agenda Behind the CIA Spawning the EU

The U.S. intelligence community was responsible for usurping Europeans' right to self-government, in an effort to impose what Obama recently called “one of the greatest political and economic achievements of modern times.” As British voters prepare to vote on secession from the European Union super-state, the Obama administration's bizarre intervention to support the pro-EU side has sparked a fresh examination of the shadowy origins of the controversial European regime.

Under scrutiny is the critical backing the EU and its predecessor outfits received at every step of the way from top globalists within the U.S. government, and in particular from the Central Intelligence Agency (CIA) and its predecessor. The real goal was always what globalists called an "Atlantic Union," and eventually, a global government. And as the Obama-backed U.S.-EU merger known as the Transatlantic Trade and Investment Partnership (TTIP) moves forward, that remains the case today, just under a new name and new marketing slogans.

While the information about the CIA's major role in foisting the superstate on Europe is not new, it is back in the headlines. The latest large-scale exposure and discussion of the facts came from the U.K. Telegraph's Ambrose Evans-Pritchard, a seemingly establishment-minded journalist who occasionally veers into the truth about what happens behind the scenes. Referring to the “shattering intervention” of the Obama administration in the British Exit (Brexit) debate on the EU, the columnist noted that the supranational regime “always was an American project.” “It was Washington that drove European integration in the late 1940s, and funded it covertly under the Truman, Eisenhower, Kennedy, Johnson, and Nixon administrations,” he explained, citing official documents and other sources.

While Evans-Pritchard does not go into detail about the broader globalist agenda, he is right about the EU having always been a CIA project. There can be no doubt that top U.S. globalists worked to unite Europe under a single government. In fact, the evidence is all over the congressional record. The role of the CIA and its predecessor, the Office of Strategic Services (OSS), is also indisputable at this point. As highlighted again in the Telegraph report and elsewhere, official documents from the agencies, declassified in recent decades, show that the shadowy “intelligence” outfits pumped vast amounts of money and resources into the creation of the European federalist movement across the 1950s and 1960s.

One 1950 declassified memorandum, signed by General William Donovan, the former head of the OSS, even details the plot, as well as instructions on imposing a “European Parliament” on the formerly sovereign nations and peoples of Europe. Today, the rubber-stamp pseudo-Parliament is a reality. Indeed, despite the wishes of Europeans as expressed in numerous referendums, the superstate just keeps usurping more and more power, with a bogus fig-leaf of public accountability provided by the Soviet-style “Parliament” that does not even create legislation.

Another declassified CIA memo, this one from 1965, calls on the vice-president of the “European Community,” as the proto-superstate was then known, to impose a single currency on the nations of the continent. Today, the widely unpopular and practically failed single currency is a reality, too, and is known as the euro. Back then, U.S. officials warned their lackeys in Europe to impose the scheme by stealth, and to avoid public debate until the “adoption of such proposals would become virtually inescapable.” The plot appears to have been followed. And it worked.

Ensnaring Britain in the superstate was also a high priority, the declassified documents confirmed. As the new Telegraph report put it, there are “declassified documents from the [U.S.] State Department archives showing that U.S. intelligence funded the European movement secretly for decades, and worked aggressively behind the scenes to push Britain into the project.” Again, the plot succeeded, with the once proud and independent British people ruled largely by bureaucrats in Brussels, with little to no say over their own destiny as a thousand years of advancements in individual liberty get thrown by the wayside.

The so-called American Committee for a United Europe, founded in 1948, was a crucial vehicle for the U.S. government's secretive machinations in bringing about today's increasingly totalitarian superstate. The outfit was chaired by Donovan, by then the “former” OSS chief. Its vice-chair was globalist Allen Dulles, who led the CIA in the 1950s. And the board of directors was packed with “former” OSS and CIA officials.

All along, the CIA-run front group was funding the so-called “European Movement,” described in a 15-year-old article in the Telegraph as “the most important federalist organization in the post-war years.” “In 1958, for example, it provided 53.5 per cent of the movement's funds,” the paper reported in its 2000 article about the declassified CIA documents. The “European Youth Campaign,” also a tentacle of the CIA-controlled outfit, was entirely funded and controlled by U.S. officials, too. In exchange for selling out his nation's sovereignty, the outfit's director was even receiving payments into a “special account.”

Of course, it was not just the CIA, and not all of the scheming was secret, even back then. The congressional record during those decades is literally packed with testimony from top U.S. State Department officials openly outlining the policy of Washington, D.C., to promote and finance ever-closer “integration” among European nations into a federal union. Numerous resolutions and bills advocating precisely such a scheme were introduced, and some even passed. U.S. taxpayer funding was used to advance the effort, both overtly and covertly. But the agenda was even broader than just imposing a single, unaccountable regime over Europe to crush self-government and national sovereignty.

In essence, the globalist-controlled U.S. State Department believed that unifying Europe under one government beyond control of voters was needed to advance the next stage of globalism — what they called an “Atlantic Union.” From presidents to congressional leaders, the idea was all the rage. Among the most important reasons why so many globalists in the United States and Europe felt the unification of European nations under a single regime was so crucial to imposing an Atlantic Union: many Europeans, especially those from smaller nations, were worried about being dominated politically and economically by the overwhelming power of the post-World War II United States.

In the mid-1960s, Assistant Secretary of State for European Affairs John M. Leddy summed up the reason for promoting an EU-style regime in very explicit terms. “The simple, but decisive, fact is that our Atlantic allies do not wish to move forward any type of federal political relationship with the United States, even as an objective,” he said. “The fundamental reason why there is little European interest in federal union with us at this time is, I think, self evident. It is that Europe fears that it would be swallowed by a more powerful United States.” A single regime might change that, even though, ironically, many Europeans were convinced to surrender their sovereignty under the guise of being able to more successfully stand up to America.

Other senior U.S. officials also acknowledged the goals of support for European integration. On September 20, 1966, for example, then-Under Secretary of State George Ball, a member of the Council on Foreign Relations (CFR), testified before Congress on the State Department’s view on forming an “Atlantic Community,” essentially merging the United States with Europe. “I find little evidence of any strong interest among Europeans for any immediate move toward greater political unity with the United States,” he explained. “They fear the overwhelming weight of U.S. power and influence in our common councils.... We believe that so long as Europe remains merely a continent of medium- and small-sized states there are definite limits to the degree of political unity we can achieve across the ocean.”

George Ball

The end goal of unifying Europe under a single regime, then, was to eventually build a transatlantic union merging the United States with the European superstate. In fact, that is the very same agenda envisioned in Obama's extraordinarily unpopular “Transatlantic Trade and Investment Partnership,” or TTIP, with the EU. If approved by the U.S. Congress and European officials, the transatlantic regime created under the TTIP would serve as the nucleus of a future EU-style "Atlantic Union" government to rule over both the United States and the EU.

And that was the idea all along. “Whatever power they can achieve as two separate unions — a United States of Europe and a United States of America — they can achieve far better by forming one union,” explained influential globalist Clarence Streit in testimony before the U.S. Congress' House Committee on Foreign Affairs in 1948. The eventual goal, though, was to continue strengthening the UN until the various “unions” could be merged into a single global government, Streit explained. Back then, globalists were often more open about their agenda.

And for decades, that was hardly a fringe idea. On July 4, 1962, for example, President John F. Kennedy called publicly for a “Declaration of Interdependence.” “I will say here and now, on this Day of Independence, that the United States will be ready for a Declaration of Interdependence, that we will be prepared to discuss with a united Europe the ways and means of forming a concrete Atlantic partnership, a mutually beneficial partnership between the new union now emerging in Europe and the old American Union,” he said. “For the Atlantic partnership of which I speak would not look inward only, preoccupied with its own welfare and advancement. It must look outward to cooperate with all nations in meeting their common concern. It would serve as a nucleus for the eventual union of all free men —those who are now free and those who are vowing that some day they will be free.”

Even as far back as the 1940s, the globalist-influenced U.S. government was pursuing the subjugation of Europe under a single, ultra-powerful regime controlled by globalist interests. In 1947, then-U.S. Secretary of State George Marshall (CFR) — a key player in handing China to Chairman Mao's murderous communists, and perhaps mass-murdering dictator Joseph Stalin's most important ally in the world — strongly suggested in a speech that European “economic cooperation” was a precondition for the desperately needed American aid after the war. The scheme eventually became known as the “Marshall Plan.”

“It is already evident that, before the United States Government can proceed much further in its efforts to alleviate the situation and help start the European world on its way to recovery, there must be some agreement among the countries of Europe as to the requirements of the situation and the part those countries themselves will take in order to give proper effect to whatever action might be undertaken by this Government,” said Marshall, the man after whom the scheme was named. “The initiative, I think, must come from Europe. The role of this country should consist of friendly aid in the drafting of a European program and of later support of such a program so far as it may be practical for us to do so. The program should be a joint one, agreed to by a number, if not all European nations.”

The Committee of European Economic Cooperation, chaired by then-British Foreign Secretary Ernest Bevin, officially responded with a major report that was ultimately transmitted approvingly by the State Department to President Harry Truman. Signed by government representatives from Austria, Belgium, Denmark, France, Greece, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Sweden, the United Kingdom, and more, the committee outlined efforts to create a customs union that could eventually lead to even further “cooperation.” U.S. officials were pleased.

Members of Congress, especially Representative Walter Judd (R-Minn.), even tried to get language in the statement of purpose for the original Marshall Plan bill of 1948 explicitly declaring that it was the policy of the United States to encourage the economic unification and the political federation of Europe. In the end, language calling for the development of economic cooperation was included instead. The next year, the “political federation” amendment was pursued again, with the result being the addition of the sentence: “It is further declared to be the policy of the people of the United States to encourage the unification of Europe.” By 1951, Congress finally came out and said it openly, with a clause included in the 1951 Mutual Security Act stating that the goal was “to further encourage the economic unification and the political federation of Europe.”

The U.S. government has similarly supported integration in Africa, Latin America, Asia, the Middle East, and beyond. The eventual goal remains the same: merging all of the regional superstates into a single global system often referred to by globalists in both parties and all around the globe as the “New World Order.” Former U.S. Secretary of State Henry Kissinger spelled it out clearly in his new book World Order: “The contemporary quest for world order [world government] will require a coherent strategy to establish a concept of order [regional government] within the various regions and to relate these regional orders [governments] to one another.”

As regular readers of this magazine know well, the CIA has been involved in everything from overthrowing governments and arming dictators with WMDs to drug trafficking and weapons smuggling. The U.S. State Department has also been lawlessly waging war on freedom around the world for decades. Just consider as one example its decisive efforts to bring the bloody Castro dictatorship to power in Cuba, as explained by then-U.S. Ambassador to Havana Earl Smith, under the phony guise of supporting a “freedom fighter.” The backing for a transnational regime to rule over Europe and eventually the United States should be considered in that light. The people of the United States and the United Kingdom must resist the agenda. And voting in favor of a “Brexit” would be an excellent first step.
